The masterplanned community that I live in is really fussy about dogs and we have to make sure that our dogs are constantly on leads and collars. My sister brought her big border collie along with her when she visited us from New Mexico, and while it was quite an adjustment for the dog to have to stay on his leads and collars when he was outdoors. My sister lives on a small ranch north of Santa Fe so he can run as much as he pleases without a lead and collars, but after a day, he got smart and was very compliant with us and we had no problems with him thereafter.
Frankly, I appreciate the hard and fast rule of using leads and collars when the dogs are being walked. I like to ride my bike through the streets of our community, and it's such a relief to know that there are no loose dogs running around. When I lived in the city, there were wonderful bicycle trails, but getting to them was dicey at times because of dogs who weren't leashed. I love the comfort zone of seeing dogs on leads and collars now and bike with great serenity in my community now.
